I suspect something went wrong during posting (you may want to turn off HTML), but regardless - the way to transport unescaped HTML tags in XML is to use CDATA sections.

What is stopping to use SAAJ to create SOAPHeaders ? Have you considered using SAAJ ?

If you do not want to use SAAJ, you can still define the required headers in WSDL and you can proceed as what you usually do ?

The other options of creating headers is in handlers, but again you may end up using SAAJ. SAAJ is very handy some times, so do not ignore it.
