I have been doing a bit of "basic" programming in java and i want to get a break from the console. But i dont want to do the swing coding as of now. Is there any free software that allows us to "drag and drop swing components onto a page and associate our code with them" ? Is this even possible ?
If my words are not clear :
I want something like those Web page designing tools that allow you to make amazing pages without knowing even 1 line of HTML etc...just drag and drop.

Yes there are- Netbeans has an Gui Builder. You can install such plugins for eclipse also.
But I would suggest you to start off without using gui builders. You can learn a lot of things without using them and also have a good hold over the layout of the components.

This would sit better on the GUI forum. Moving thread.
