I have a new job and a new software to build. So, I have a doubt a framework. Java has many framework. I would like to use JPA, Hibernate and JPA only. I use Oracle 11g too. Is possible? Or I have to use Struts and so on? I would not use them, only JSF and JPA with Hibernate. .NET framework and uses only one solves.
I will develop a networking site for public officials and would like to know if java is enough or do I need to CMS like Joomla or Drupal?

There are indeed hundreds of frameworks for Java web applications. But nobody is requiring you to use one or the other; it's up to you which one(s) you want to use. It is not required to use Struts if you use JSF.

Whether you need a CMS like Joomla or Drupal depends entirely on what your system needs to do. Without any detailed information it's impossible to say if you need a CMS.
