two users are logged in to one sytem with active sessions. When one user clicks a button on a page, how may a window be opened in a different user's browser?

Let me get this straight -- you want an action one user takes to force a new window to open on someone else's browser?

Luckily, that is not going to happen.

What can happen is that an action taken by the first user can set a flag in a database (or some other shared location) that the second user's page can poll for, and open a new window when the flag is set. This assumes that the second user is logged into a page in your system.
