I was thinking about what is common in this world and the first thing came to my mind is the traffic signal.

Red - Stop

They are all recognizable as a salute, but there are differences in hand position, etc. Some services/countries have the hand parallel to the ground, some at an angle., etc.

I think the hand signal from a cop/military to have you stop is universal: Hand held up, palm towards you, fingers to the sky.
