It really depends on the direction you're coming from. If you're an accomplished
J2EE person, you will probably want something very technical and dense with only a short summary of the technology. I would suggest a Pragramatic Series book for this.
If you're new to J2EE, then what you really want is something at a much higher level that will explain the overarching concepts of J2EE before going into the specific flavor that is Struts. I'm sure someone will correct me on this by suggesting that STRUTS is a competitor of J2EE, not a flavor. None-the-less, an understanding of basic J2EE concepts like
servlets and .jsp's is still the entry criteria for reading most STRUTS books. In this case, I think the "Dummies" series might have something that can help.
