If you are new to JSP you should be establish god habits from the start and not putting Java code into your JSP. That is a poor practice that has been discredited for over 10 years now.

Move the Java code to a servlet or bean.

Does the file it is looking for (C:\myserver\Jboss\jboss-4.0.2\jboss-4.0.2\server\default\data\hypersonic\localDB.properties) exist?
Who "owns" that file? What user?
What user is Jboss running as? Do they have access to that file?
