Can you keep a custom built server online if you shut-down your computer? Is there any way to do this on your own without using any other programs or libraries, etc?

What do you mean? If your server computer is off, then how would it reply to requests?

If you mean continuity of service, you can use 2 computers running 1 instance each of the server, and use additional technology or program to make it work, such that if one is down, the other will pick up the load. In enterprise solutions, or even on free ones, the program is called 'load balancer', but of course you can code one your own.
