How to pass a parameter from resource bundle key

for e.g.

Key = Age should be greater than {0} as of now

Expecting : Age should be greater than <b>drop down list</b> as of now

I'm not entirely sure I understand the question, but if you're asking how to plug a parameter into a message, just pass the parameter into the message object in the constructor. For example:

ActionMessages messages = new ActionMessages();
messages.add(ActionMessages.GLOBAL_MESSAGE, new ActionMessage("key", "18"));

When this message is displayed, it will read:

Age should be greater than 18 as of now
