In chapter nine of H.Sheil, why is LDAP server shown as external? Suppose, we develop a system and deploy - and decide to manage users via LDAP, will that not be part of our company's system? or, does external in this sense mean 'external' to SuD?

It has to be internal to the company. Either it's a mistake or it means out of scope of SuD.
