When do we need it and when not ? What are all its duties ?
I made servlets and used it there. But this simple example of a jsp does not need any DD. Why ?

The deployment descriptor is the configuration file for a web app. It is an xml file that must be /APPLICATION_ROOT/WEB-INF/web.xml. Some of its most important purposes is to declare Servlets and map then to URLs, setting up initialization parameters, registering listeners, setting security restrictions, and setting session timeout. The reason that example did not need one is that it does not require any configuration to run.
