**Beginning June 1, candidates will have 6 months in which to complete and submit their assignments, and complete their essays. This change will facilitate future improvements in assignment updates. The deadline change does not affect candidates who purchased their assignments prior to June 1, these remain a 1-year deadline.
All work submitted by you in completing the test including test answers, assignments solutions, graphics, are entirely your own original work. You will neither; (a) provide or accept assistance; nor (b) use any materials not created by yourself, in attempting to satisfy the certification requirements.
Duration: 30 days from notification that first submission was failed. Resubmission will not be accepted more than 30 days after notification of failed status.
3. My comments
I don't think (1) is a really big issue for the guys (and girls) who are currently working on this certification, because everybody (even those who purchased their assignment before June 1, 2011) tries to submit before August October 1, 2011 so you don't have to take the mandatory course
(2) could already have been changed in the past, I really don't know. An assignment failure and thus having to resubmit is very unlikely when you use this forum as a resource for all your questions and doubts. I can only think of 2-3 persons who had to resubmit in more than 2,5 years I'm closely following this forum. So again not a big deal, just mentioning.
Finally I hope Oracle will stop making changes for some time to this certification, so we will be able to update our ScjdFaq accordingly, without having to be afraid that the following day the changes are not up-to-date anymore because Oracle changed somethng else again
 Oracle changed the policy (once again), so no you'll have until October 1, 2011 to finish your assignment without having to take the mandatory course.

Yes, you can. But if you need to resubmit, you'll have to take the mandatory course. If you want be able to resubmit before October 1, you'll need to submit in August (you'll need to take 4-6 weeks into account for grading your assignment)
You'll have 6 months to submit your assignment, but submitting after October 1, 2011 will result in having to take a mandatory course requirement. So if you want to avoid this (rather expensive) requirement, you have to submit (and take the essay exam) before October 1, 2011.

If I'm not mistaken you had to submit within 1 year (having a 1 year time limit). The 18 months you are referring to, comes from this part of the instructions "You may develop your code using any implementation of the Java 2 platform, but the submission that you return must have been tested and shown to work under a production (not development) version of the Sun Microsystems' Java 2 platform and that platform must not have been superseded by a new production version for more than 18 months by the time you make your submission." and thus has nothing to do with submitting your assignment.
I'm pretty sure you'll have to buy a new voucher to be able to submit your assignment, because the one you have has expired. But you might send a mail to oracle (using developer-submit_US@oracle.com) and ask what you have to do to continue your certification.
