Notification sending in my project using JSP

Hi,
I am working on a project of hospital management where i an supposed to send a notification to the doctor as soon as the receptionist clicks on the Patient's name.
We are using jsp and mssql.
We have thought to divide the page into html frames and refresh a frame after every 15 minutes.
If this can work then please Help me with its code.
If not then please let me if there is any other way to send a notification.
Your answers will be highly appreciated..

I don't see what frames and refreshing have to do with that.

When somebody clicks on a button, it should send a request to the server, as HTML buttons normally do. Then the server should send the notification.

Actually in my HTML i have i <div> that i need to refresh timely.
This div retrieves values from the database.
Let us suppose that the database values are changed periodically.
So I just want to get updated values from the database without refreshing the whole page.
Is this possible???

You'd use Ajax and an interval timer for that.
