is there any framwork for mobile development ?
I mean java has many framworks,spring,hibernate.......likewise is there any framwork for mobile development ?

What, exactly, should this framework do? Both android and JME already have lots of facilities especially geared towards mobile devices. Note that a Spring version for Android does exist.

Ulf is correct - Android itself is a framework for mobile development and exposes a very rich API for mobiles.
