Struts Action classes are multi-threaded classes, which means that there is only one copy of each action in memory. Therefore, having one action forward to another action does not have a negative effect on performance. In my experiene, using the Struts framework to create a J2EE web application does not make it run faster or slower than any other J2EE web application.
