Sitemesh preventing Euro symbol from displaying properly

We are using sitemesh 2.4.1 to decorate the jsps in our app. If I place

<fmt:formatNumber value="3.25" type="currency" currencyCode="EUR"/>

before the <decorator:body/> tag in a decorator jsp, with the locale set to en_GB, it renders out the euro symbol just fine. When placed just inside the body tag of a jsp decorated by the decorator jsp, it renders a question mark. Any ideas what might be causing this? The only thing we have found on the web so far was http://jira.opensymphony.com/browse/SIM-63 in which the poster stated that his problem was fixed in sitemesh 2.0.x.
