Analyse running processes and services plus if you're running on linux, check if you're trying tu open this port with super user.

I believe that "netstat" is available on just about all machines where one might be running Tomcat.

"netstat -an" for Windows.

"netstat -ln" for most other OS's.

However, unless you've overridden the Tomcat defaults, Tomcat isn't using Port 80. The default for Tomcat is port 8080. Port 80 is normally used by "regular" webservers such as Apache and IIS.
