Can I have more than one struts-config.xml file for a single struts application?

Yes, you can. Just provide a comma-separated list of files in the web.xml file.

Example:

  <servlet>
    <servlet-name>action</servlet-name>
    <servlet-class>org.apache.struts.action.ActionServlet</servlet-class>
    <init-param>
      <param-name>config</param-name>
      <param-value>/WEB-INF/struts-config1.xml, /WEB-INF/struts-config2.xml</param-value>
    </init-param>
    <load-on-startup>2</load-on-startup>
 </servlet>

You can also create a struts application with multiple modules. See section 5.3 of theStruts User Guide for more information.
