In my experience, no mainstream web framework makes creating RESTful applications easier than Rails does, regardless of language.

That's not to say that REST in Rails is perfect, by any stretch - there are still several places in which it is lacking. Roy Fielding himself, however, has stated that Rails has the best support for RESTful principles of any major framework available.

Of course, this isn't to say that any given person will find developing RESTful applications in Rails easier than it is in Java. The implicit assumption in my statement is that given developers of equal expertise with their framework, the Rails application will come together faster and more easily.

Honestly, I haven't been keeping up with the tutorials - there are quite a few around (given the speed with which Rails changes), so I don't know of any specifically that are best to look at.

In general, however, you can't go wrong with Peepcode screencasts (http://peepcode.com/) or Railscasts (http://railscasts.com/) - the former are inexpensive, while the latter are free.

And there's always my book! Chapter 3 is a complete walkthrough of building a RESTful Rails 2 application.
