What is a exact English word for the scenario

Man 1 is intentionally doing wrong to Man 2 but man 2 is really innocent .

I do not want use the word "revenge" or avenge or retaliation because it wont suit the scene.

Does man 1 know man 2 is innocent? If he doesn't, then he thinks he is retaliating. If man 1 does know man 2 is innocent, he is being sadistic or abusive (at least those are the first words off the top of my head).

We say man 1 is taking advantage of man 2 if man 1 is benefiting from doing something harmful to man 2, but man 2 doesn't realize the situation is unfair or not symmetric.

To me it's irrelevant whether Man 2 is "innocent". Innocent of what? And would it be okay for Man 1 to do wrong to Man 2 if Man 2 wasn't innocent?

it does make a difference to the description of the act, it can't be called revenge if there is nothing to revenge over.
