That's what the Workbench is for. I don't remember it asking for .NET installation, but that's perhaps because it's already installed in my system. It just needs the .NET distributable binaries - the latest one is
here. As far as I know (but not sure), .NET versions are cumulative, so you don't need to install earlier versions, though workbench may be expect them.
Alternatively, you can use an eclipse plugin like "SQL Explorer". Personally, I find the workbench itself more convenient.
