PDF creation, disallow printing without setting permissions password

Hi

I am using Apache FOP to create PDF from xml, and when I set PDFEncryptionParams during pdf creation a random *Permissions* password is set on the pdf to be able to disallow print, pageextraction ...etc, I have looked at Itext api as well and it seems to follow suit.

The problem with 'Permissions' password on a pdf is that most pdf readers that browsers use do not interpret it correctly and prompt for a password even for opening the document, this is something I am trying to avoid.

Is there anything I can do to disallow print, copy on pdfs without setting a permissions password , either in creation code or on the UI
