I need to know if write application for SMS does it cost same charge by my mobile provider as their charges ?

Depends on how you write it. If the app uses a web service for sending SMS messages in bulk, it may be cheaper. If the app uses the phone's carrier to send it, then the price will be the same.

can we make a application which sends SMS throught internet without our mobile provider ?

Yes, there are numerous such providers that will be happy to take your business. Search for "bulk SMS sending" or some such phrase to find them.

It may be cheaper, at least in bulk; depends on how many you intend to send.

is not there any free SMS gatway ?So we can send our sms to that and that gatway send to the destination phone ?

Umm have you thought about just emailing the the SMS to the phone, still have data rates that apply.. I know here in the states I can text my friend via email and have a two way conversation with them on their cell and me in gmail.
