Is there a device that can be connected on PC/laptop and be used to make cheap international calls? I am told there is such, and that the device turns itself into a US number(or some international number based on where it is purchased). I am not looking for skype or phone/calling cards.

It's called a cell phone.
You switch to international roaming for international calls if you are travelling. It turns into the country number where you purchased, for free!!!
..and you can attach it to the PC/Laptop using USB/Bluetooth.

My experience of mobile phones outside UK is that they become very expensive. Maybe you know something different, Maneesh?

In the US, cell phones are not cheap. It can get expensive to make international calls. It can get really expensive roaming internationally. And don't get me started about roaming internationally *and* calling internationally (three countries involved).

Ok. I missed the "cheap" part in the original topic.

Right now I am outside India and am without my cell phone..and I am loving every moment of it. Wonder why I need a cell phone in the first place!

Magic Jack, Google Voice, Skype, etc. are all great at solving the roaming issue. Since these services uses the internet for the first portion, it doesn't really matter where you are (unless of course, you are using an internet service that has expensive charges). It will cost the same regardless of your location.

However, for the second portion, where you need to reach a real phone line, international calling rates do apply.

IMO, the cheapest way to do this is to completely stay on the internet. This is why skype to sykpe is so cheap...
