The Struts dispatcher cannot be found in struts 2

I am running a demo example of struts 2
I got following error

The Struts dispatcher cannot be found. This is usually caused by using Struts tags without the associated filter. Struts tags are only usable when the request has passed through its servlet filter, which initializes the Struts dispatcher needed for this tag. - [unknown location]

The error sounds like you are attempting to access a JSP page directly, rather than going through a Struts action. What URL are you using?

web.xml is correct, it seems some required jar for Struts2 is missing.

I would expect that would give you a ClassNotFoundException. What do you have in your WEB-INF/lib directory?

Need the complete error stack trace, to draw a conclusion.
