find cause of slow performance in remote server

My application when deployed to staging server its very slow , the same when I run locally pointing to staging database it works fine, I need help to figure out what is making my app slow, My staging deployment team are other guys and they say they don't know about what could be causing this issue. I need suggestion on how can I determine the problem ,

The setup in staging is some proxy server redirectng to weblogic I am not sure if its slow with the proxy setup or weblogic related or java cache has to cleaned up please suggest me how can I tackle the issue ,
