struts menu problem

I want to build a xtree by using the struts-menu. But always occurs the following errors:
javax.servlet.jsp.JspException: Error initializing Velocity: org.apache.velocity.exception.ResourceNotFoundException: Unable to find resource '/clothes/pages/manager/common/xtree.html'
Could anyone help me!? thanks!

I'm afraid there is to little information for us to help you out. Can you post some code for us. Please use UBB for this so that we can read it.
