what does this exception means The module has not been deployed ?

i get this exception when ever i run any servlet or jsp code within netbeans
but i runs fine outside netbeans why so
i have set the server properly
and server is also running , i have already created a role manager-gui with username & password
whats missing please tell me ?
i m just felling like yakssss with this exception
tomcat 7
netbeans 7
