AccessControlException while starting the Tomcat4 Server

While starting the Tomcat4 server AccessControlException is coming access denied (java.util.PropertyPermission catalina.home read)
at java.lang.SecurityManager.checkPermission(

I am running the Tomcat as a windows service.

Installed the service by executing a batch file with below options.

tomcat.exe -install Tomcat C:\j2sdk1.4.2_02\jre\bin\server\jvm.dll -jvm_option -Djava.class.path="c:\Program Files\tomcat\bin\bootstrap.jar" -jvm_option -Dcatalina.home="c:\Program Files\tomcat" -jvm_option"c:\Program Files\tomcat\conf\jaas.config" -jvm_option -jvm_option"c:\Program Files\tomcat\conf\catalina.policy" -jvm_option -java.endorsed.dirs="c:\j2sdk1.4.2_02\jre\lib\endorsed" -jvm_option -Xms1024M -jvm_option -Xmx1024M -jvm_option -Duser.dir="F:\build2\webcontent\sso" -start org.apache.catalina.startup.BootstrapService -params start -stop org.apache.catalina.startup.BootstrapService -params stop -out f:\logs\tomcat\service.out -err f:\logs\tomcat\service.err

Is there any issues in the properties set in the service..? Please help
