I Know that In-App Payment is way to it, but what other ways are there for implementing Content Purchases in an android Application

I'm not quite sure what you're asking. You can charge for an app up front, or make it free. You can implement in-app billing. You can combine that with some form of licensing. And there's DirectCarrierBilling to make payments simpler for the user.
