One usually connects to a Linux/Unix machine using SSH as the basic communication for all access.
For shell access, you can just use ssh and the machine name
ssh dns-name.of.linux.machine
For file transfers, good practice is to use sftp, which is ftp over SSH. commands such as scp (secure copy) use sftp
All of this can be done in the GIU world with winSCP and Putty.
If you want shell programs to do this, you have to install them.
" is not an internal and external command. " is a standard Windows error message. It means that there is no such program installed as a command. It might be installed and not on your path, or it may not be installed.
Find one and install it properly
