Jar files need to be in WEB-INF/lib, or better yet in the case of common jars like these, the Tomcat common lib folder.

Thanks friends!
I just copied jstl and and standard .jar files from webapps/examples/WEB-INF/lib directory to webapps/my_webapp/WEB-INF/lib directory.
I'm using tomcat6 and URI is http://www.java.sun.com/jsp/jstl/core .
It is working .
