How to call a command-prompt while tomcat-service starts?

the version of Apache Tomcat i`m using is 6.0.35 on Windows Server 2003 (or Win7).

I would like to call a seperate instance of cmd.exe while my tomcat-service is starting up.

In my code i overwrite the LifecycleListener on the BEFORE_START_EVENT:

This code works fine when i start up tomcat with startup.bat file.
In the existing cmd.exe-instance of startup.bat file i will be prompted for typing in my password.

I want to store the password in jvm-context:
When i do the same with starting tomcat as a service, the service will start correct, obviously (but without PW-prompt).
Afterwards when i try to stop the service, the progress run in a timeout.

I hope this is enough information for first time...
