Yes, it is perfectly possible to have jforum on any language you want.
All you should do is to make a file with the transalations. The current version has only en_US support, in the file called "en_US.properties", which you can find in the directory "WEB-INF/config/languages".
To have translation to other languages, just create one.. "chinese.properties", for example..

I didn't understand. If I create russian.properties in the languages folder, user will have option to choose russian?
I did that but it didn't work. Is there any thing else I should do

You'll need to modify the user_form.htm file in the templates so that the new language choice shows up.
