disable sticky and announce

Hi,

Is it possible to disable to use of Sticky and Announce post for standard users?
I would feel more natural if only moderator could use this.

Hm, it makes sense. Actually, I guess I did it sometime ago, but for some reason, regulara users can see these options.

I don't see any 'sticky' option, even when I login as admin. Is there something I am missing in the configuration of my installation ?

For example, click in "Groups", then "Permissions". The 5fh row is the

Sticky or Announcement Topics
  	Can create sticky or announcement topics
