Any way to "watch" a forum?

I know that it is possible for a user to click the "watch this topic" link in order to receive e-mail notification whenever a new message is posted to that topic. But is there a way for a user to request the same kind of notification for the entire forum? In particular, I'm thinking about an "announcements" forum where users might want to be notified any time an announcement is made. Maybe this could be simply for new topics and not for new messages on existing topics, since the user could choose whether or not to watch those topics individually.

Also, would it be possible to offer the option to include the text of the message in the e-mail notification that is sent and not just a generic message indicating that there has been a new message on the topic?
