Currently jforum does not have this funcionality. You can configure the board to require users to confirm their emails, but not to also require a confirmation to / from the admin.

I can't say when jforum will have it implemented. If someone else help, then sooner

Ist the following possible or would it be easy possible to extend JForum to enable such functionality?

I'd like to use JForum for a closed cummunity and need some more control over registered users: After reistering themselves using the forum registration page and having their email confirmed I'd need an email send to the forum admin to inform about the new user. Or even: leave the new user inactive until admin confirms the new registration

Possible?
