bug? about character (Chinese charset)

I change the value of "From" to Chinese and it show "��".
It's shown on "My profile/General Informations about yourself/From".

I have set the database's default charset to utf8 and all is shown perfect but this part(my profile).

My Operation environment is Windows2000 professional(Simplified Chinese) + Mysql 4.1.9.

I think it should be a bug and want to get your help.

Until version 2.0.2 there is a problem with encoding on the user profile page. In the development version this is already fixed
