Table jforum_users. It is created by the installer wizard OR after you run <dbname>_data_dump.sql.

OK... but what field determines whether a user is an administrator?

Ah.. its permissions. In fact, if you want, the user "Administrator" may not have any privilege at all. Administrators and any other kind of user may be defined in the permission control screen (Admin Panel -> Groups -> Permissions )
