it converts to a png file and it's not animated..?

Well, it depends. If the file you'd send is bigger than the paramers set in the Configurations (Max. avatar width / Max. avatar height ), then JForum will need to resize the image. If the image in question is a GIF one, it will be saved as PNG, since GIF has many issues with copyrights (well, it has until some little time ago).

Maybe I can get it improved in the future.
