New to JForums. I downloaded the latest file: JForum-2.1.3.zip and it appears the 'forums' directory is missing. I ran through the manual installation and verified the new index.htm is trying to point to the following directory: forums/list.page. Am I missing something?

Nope, you aren't missing anything. All this stuff is processed at runtime. So, if you installed it manually, just start Tomcat (or the Servlet Container you are using) and it will work
