Struts2: how to use tomcat declarative authentication j_security_check

I used the blank struts WAR and try to configure it to use Tomcat's declarative authentication, j_security_check. But when I tried to login, I encountered 404 error for the action j_security_check. Is there any special configuration to be done?

Or could I not use struts for the authentication first, then after authentication use struts? If so, how could I do it?
