You mean moderation of new messages? Well, in fact, currently only administrators are allowed to approve / deny it. However, I'm trying to release verison 2.1.5 with support to regular Moderators to do the task as well.

hai,

1 what does the moderator do in a JForum?
2 how the moderator, moderates his forum ( I was able to moderate only from the"Admin Control Panel"; Cant I have a moderator who is not an administrator ?)?
3 If Admin is the moderator who can Accept, Reject, Defer a Topic , then how does a moderator does his job?

regards
