A new guest registers in the Forum. Can The forum system classify the new register to specific group that was created by me ?

Yes. Create the new group, then open WEB-INF/config/SystemGlobals.properties and change the value of the key "defaultUserGroup". The default value is "1", so all you have to do is to change it to the id of your new group.
