If there is a topic in recent topics that was created for a restricted forum, people who do not have permissions to see it cannot see any recent topics.
For instance, lets say there is a moderator forum and a mod posts a new topic. For general users trying to see recent topics, they get denied access to all recent topics because of that one new post by a moderator.
Does that make sense?
