let moderators panel have an approve button or method

It appears only admin can approve messages right now

or am I missing it?

For version 2.1.4, you're right

The development version (that will become 2.1.5) allows moderators to approve messages.

I usually release it "when it's done". For instance, version2.1.5 is under beta testing now, so we're very close to release it.
