associate users with sub-groups

I have created sub-groups under General group and am trying to associate a user with sub-group.

When i go to AdminPanel -> Users->Groups , it doesnot show as selected the sub-group the user belongs to. Infact, it doesn't select any group.

Is this a bug or I am doing something wrong.

As you are looking into this bug, Another thing is if a user is associated only with the top group, the form shows top group and all of its sub-groups as selected.
