Bad Integer on Member Listing and Admin User pages

Wanted to make sure I didn't screw anything up before I entered this as a bug.

Resin / Struts
Postgres 7.4.8
Custom Templates
URLrewrite

Open your templates and put the following line in the very beggining of the file:

<#setting number_format = "#"/>

This bug is already fixed in the development version.

I've added it to all of my templates, but am still receiving the error. Do I need to add it to the macros as well?

hhhm.. it shouldn't be necessary, but put there and see if it works.

I've added it to everything under the sun aside from the css and javascript files, but still not luck. How is it possible that one day it's working and the next day it isn't? Are there certain template modifications that can trigger this bug?
