How to use new language settings without restarting server?

If I change the language settings in the control panel, is there a way to make the server use the new settings without restarting it?
Better yet, is there a way for users to specify their prefered language settings individually, like personalization?

sorry, found that each user can set his/her prefered language now.
But the server's default language still seems to need a restart.
