Admin Lost the control! Is it a big bug??

I have two group admin and general, they are all top level user. When I create a category say "test1" with option "general" access. I can not see it in my admin panel of categories and then lost the control of "test1" category, I can not remove it from the JForum because I can not see it in the admin panel, how can I remove it or control it???

Is it a big bug? Someone could help?? Thanks!

Looks like a but of version 2.1.4, already fixed in the cvs.

After inserting the new record, to go Groups -> Permissions and resave all permissions.
